Concurrent to the development of the Jubilee Library, the design concept for the masterplan is based on the reinstatement of Jubilee Street and Regent Street. It links old and new street patterns, with new buildings complementing existing structures.
Widespread consultation by the PFI partners resulted in unprecedented approval from the city planners, local residents and conservation groups The introduction of a Jubliee square at the heart of the development, combined with a network of secondary routes, ensures that the site is permeable and pedestrian orientated, with easy physical and visual connections between all the new buildings.
At the heart of the development is the new Jubilee Library. Key commercial buildings include a 72 bedroom high quality hotel facing the square opposite the library, and an office development acting as a beacon to the development on the corner of Jubilee Street and Church Street.
Residential accommodation is divided between four of the eight blocks within the development, with two for luxury private apartments comprising of 57 units and two for affordable housing comprising 19 units.
